Sheff Wed Confronts a 'Significant Problem', States Football Regulator

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

Sheffield Wednesday's ongoing struggles are seen as a "major concern" and the new football authority is aiming to acquire authority to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has announced.

In a wide-ranging interview, Kogan, who was recently selected, showed understanding towards Wednesday's fanbase.

The chairman convened with four fan organizations associated with the football team this week.

The team have been struggling on and off the field in the current year, with the club missing wage payments on several different times, including in last month.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," the regulator explained.

"Wednesday stands as one of the iconic names for the English game and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take Wednesday and comparable cases brought to our attention if they need to be investigated and acted upon."

Economic Challenges and Ownership Situation

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be open to selling the club at the stadium, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in March and May resulted in restrictions being imposed by the league officials in summer, blocking the team from conducting any recruitment activities for the next three transfer windows, although those limitations were removed in August.

Official's Viewpoint

Kogan said: "The position was created for the Owls followers, other clubs in similar situations where people are committed to a local institution that has represented their community in numerous instances.

"I have absolute sympathy for the club's situation, as I do for each organization that in modern times have encountered failure, or been close to going to the wall, for causes separate from the supporters."

Inquired if the oversight body could require an proprietor to divest a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to work with them.

"Our least desirable course of action is start getting involved with an individual club, an individual owner, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the chairman's encountering," the regulator explained.

"However, realistically, when you review the record of football, over the recent generations there have been certain proprietors, few in number, but particular people who have shown negligence in the manner they have operated their teams and eventually refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to detail the scope of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the remarkable development accomplished could disappear swiftly," the regulator warned.

"This represents everyone's worst fear in the context of the English game is a major achievement - we've got to keep it going.

"Considerable investment coming into football and has been invested for the recent generations, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I completely endorse the achievement and development as an commercial operation of the Premier League.

"As someone who appreciates the concern of undermining the division as a high-quality offering of the nation. But at the same time, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a significant confidence."

Ideological Links

The regulator remains subject to a "full inquiry" by the official appointments authority after he disclosed making donations to the opposition group in 2020.

The 68-year-old donated money to Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my past party membership [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any form of political activity."
