The Leader's very notable reorientation on the United Kingdom's after-Brexit relations to the bloc this weekend was designed to send a message to industry, to EU officials, and to other European capitals, alongside his political supporters.

A New Approach for Dialogue

Tighter post-Brexit economic relations are now expected to be looked at as within an annual process of government-to-government discussions instead of just at the current year's official assessment of the British-European agreement.

This represented the stated position to political questions regarding a wider-ranging post-Brexit overhaul that suggested returning to the EU customs bloc.

Parliamentary Momentum

Several parliamentarians, union leaders and senior ministers have joined calls to proposals crystallised by parliamentary moves last year that resulted in a non-binding vote.

"We are better prioritising the EU's internal market as opposed to the customs bloc for our further alignment," the Prime Minister stated.

He provided a definitive response that returning to the customs union was not the priority, as it conflicts with what he considers a key achievement of the last twelve months: the signing of high-quality agreements with the America and India, with more expected in the Middle East.

Focusing On the Single Market

In place of the common external tariff, his emphasis is on building a "more integrated partnership" with the internal market, which would preclude tearing up those recently signed agreements globally.

When the UK formally left the EU in the start of 2021, the agreement at the time stressed freedom from EU regulations over barrier-free exports for British firms across Europe.

The current new approach envisages harmonising with EU rules in three key areas to facilitate the smoother movement of trade: agricultural products, power, and carbon trading.

Industry Demands

A leading commercial body last month released a detailed set of further requests in other sectors to aid exporters overcome new bureaucratic hurdles that has hit the trade of goods.

Its member poll found that a majority of companies surveyed agreed that the current arrangement was impeding business expansion.

A host of further domains could, potentially, see a similar approach – harmonisation with single market rules – in exchange for lowering post-Brexit barriers across production, in vehicles, industrial chemicals, or for example in arrangements for VAT.

EU Reaction

European capitals were disappointed by the modest aims in the previous recalibration, particularly the British rejection of suggestions put forward by some commentators regarding the virtual readmission of British exports to the internal market.

The precise arrangements on electricity and agricultural regulations is still to be finalised. A proposal for UK manufacturers to be involved in a European security fund has stalled over the size of the membership fee, after some objections from Paris. a non-EU country has joined the programme.

Geopolitical Environment

The UK has reached an agreement to return to a student mobility programme and to discuss a youth jobs scheme. This has paved the way for further UK-EU talks.

Analysts close to government note that the recent publication of a key US strategy document has altered the environment on UK European policy.

The paper stated that the US would "cultivate resistance" to Europe's current trajectory and applauded the "increasing clout" of nationalist groups.

In government circles, there is some recognition that the rapidly changing world has evolved further.

Political Calculations

On the national stage, the administration also anticipates being pressured on EU relations by one political rival, but also a further party, which is targeting its traditional heartlands in local votes.

The Prime Minister's latest comments are borne of a combination of commercial realities, politics and geopolitics as the UK starts a year that will commemorate the decade milestone of the historic Brexit referendum.
